It's As Easy As E D C (UPDATED!)

Really? A half a million dollars for the Economic Development Council? Now? Really Mr. McEntire?
 
Sure, it helps to explain things that you're a member of the EDC board, which means you're basically advocating giving yourself a lot of money to play with. Maybe you have a friend or relative that needs a job helping with Clallam County's "economic development." Or, let's speak frankly here, shall we? Maybe you just take your 10% off the top. Maybe this is the cushy job waiting for a "retired" Jim Jones when he leaves the County.
 
Whatever the case, this proposal to give the EDC $500,000 over the next three years is lunacy.
 
A) You speak of this as "an experiment," Mr. McEntire, which is doubtlessly language intended to make you seem thoughtful, creative. But the "experiment" that is the EDC has already been done, and, like so much else in Clallam County, it failed. So your typical Clallam County response - pour more government money on it! - only shows how deeply uncreative or thoughtful you are.
 

B) Hasn't the County run out of many things, including the ability to say they have such a great, strong budget, no debt, etc.? Is this really the time for the County to commit such a large amount of money to a group that is a proven loser?
 
C) Related to the above, just how many businesses has the EDC - the past recipient of hundreds of thousands of dollar of government dollars - actually helped start and/or grow? Answer: Few, if any that I know of. Time and time again, the barrier to business development in Clallam County has been identified: People don't have access to money to start (or develop) their own businesses. Giving that resource - money - to the EDC to hire more staff isn't going to make more funds available to anyone but you and your cronies, Mr. McEntire.
 
D) If the EDC is so vital, is such the group to lead the "economic development" efforts in Clallam County, shouldn't they be better at raising money for themselves? Wouldn't that be a valuable skill to have, and to demonstrate? Going hat in hand to the City or the County is easy, and, as noted above, not very creative. If the EDC is really committed to these efforts, let them hustle a little.
 
Ah, but it's all a hustle to you, isn't it Mr. McEntire? I still remember when I wound up sitting next to you at a public meeting, at which Pat Downie was going on and on about nothing much at all. You turned to me and said, "Pat and I are in the same business - hot air."
 
In case anyone missed the subtext of this proposal, it's very clear that this is now Mr. McEntire's County. He's in charge; his hands will be the guiding hands for the next few years, at least. Mr. Peach is clearly willing to support him in these efforts. And Mr. Chapman can either go along, or posture, grumble and "pound sand," because Mr. McEntire is wearing the crown. He is clearly King of Clallam County, and this is not good news for the peasants who live and work there.

And now the Port of Port Angeles is mad - suing mad. Because they've been named as a PLP (Potentially Liable Party) for the pollution in the harbor and surrounding area, now all three Port commissioners have voted to sue their insurance carriers. Says John Calhoun, "This is legal action to recover what we believed we were buying as part of our insurance policies, which is indemnity against liability. There's a lot at stake."

Well, duh, John. Points to you for stating the obvious - and for being the only commissioner with the guts to talk to the press about this. Anyway, yes, a lot's at stake. So why not just spend the money you're going to spend (waste) on this legal battle to just clean up the harbor (waste) instead?

I've attached this update onto this post because, as we all so fondly remember, before he was made King of Clallam County, Jim McEntire was a Port commissioner. And this type of anti-environmental gesture/waste of taxpayers money is right out of the King's playbook.

  1. Jim McEntire is the LAST person on Earth to trust with public funds or a budget. All his actions show he has zero regard for the well being of the public, his fiduciary responsibility, etc. Two pensions are apparently not enough for McEntire, and he is obviously in this for his own gain. I can't tell you exactly how that will work out, but I trust that will be the result. He is as slimy and reptilian as they come.

  2. Mike Doherty was a dominant force on the county commission due to his tenure, his deep institutional knowledge, and his desire to serve.

    McEntire has none of those things. He's a simple bully, and that's how he will "rule".

    This will not be a good change for anyone, either working at the county, or living in the county.

  3. As is so often the case with this blog, all gripe and no solutions. Clearly, (according to you) Mr. McEntire (or substitute ANY public official's name) would be wrong if he did nothing, wrong if he hired a consultant to give advice on what to do, wrong if he held a public hearing to get input from the citizens (because he won't listen anyway), and wrong for suggesting a requested solution voted on by a majority of the board. Do I understand your position correctly? The only good public official is a dead public official??

    1. No, my position is that it is lunacy (see above) to pour hundreds of thousands of precious and rare government dollars into a "Council" that has proven itself to be ineffective, at best. Given the players involved, it is also a highly suspect and questionable move.

      And thank you for ending with such a hyperbolic and over the top assumption. There are good public officials out there. The previously mentioned Mike Doherty was one. He is now gone. Not dead, but gone. Your lame, would-be gotcha-by-association attempt, however, is dead - dead wrong, dead in the water, and possibly (just possibly, mind you) brain dead.

    4. Maybe it would be helpful to remember what our "Representative" form of government is supposed to accomplish. When we elect govenment officials to represent us, it is because we need to have someone take the time (that we just don't have) to consider as much information as is available and make difficult decisions that affect all us citizens. The big problem is that we have such a diverse population that almost no significant decisions have universal support from all those being governed, and a large number of minor decisons are the same way. At federal, state and (now) local levels we have such a deep split along ideological lines, and so much misinformation and, yes, over-the-top hyperbolic assumptions based upon those ideological beliefs, that our public officials cannot possibly satisfy everyone they must represent. Mike Doherty was a strong willed, fiscally conservative, socially progressive, liberal environmentalist. As such, he had many detractors, but even they (at least the honest ones) respected his work ethic and recognized his overriding belief in doing WHAT HE ACTUALLY THOUGHT WAS BEST for the citizens of Clallam County. THAT is what "Representative" government is supposed to be about: we elect people to study the issues, do the research and make decisions based upon their informed opinion on what will be best for the majority of the citizens...NOT what is best for the Party, NOT what is best for themselves, and NOT what is most likely to get themselves reelected. Sadly, these days, many elected officials and many citizens don't remember that. Thanks, Mike!

    3. beats the hell out of me what the stickers that say "I (tree) PA" mean. One of the downtown stores came up with it, and they were so pleased with themselves and were throwing out their backs patting themselves to hard. It showed up on the facebook page "revitalize Port Angles". I was perplexed by it, as well.

      I think it must mean "I (clearcut) PA" because, nothing else makes any sense.

      Especially so since the locals seem to like to get rid of all trees on their property, as fast as they can, and keep it that way. I've never seen so many people who hate trees in one area. You'd think they'd move to Eastern Washington, where they wouldn't have to worry about those pesky trees.

      Smug and righteous should be the city motto.

  5. The County can't even fund their own staffing levels and pay - and they want to, in essence, give away a half million dollars? If I were a County employee I would be so offended. But then they're stuck and can't move on to anywhere else because there HAS BEEN NO economic development by the EDC to bring jobs to this town. So the County employees go on having pay and benefits reduced as well as staffing numbers, growing more and more disgruntled as they're expected to do the work of several people each. Services will suffer and yet the Commissioners and Manager pat themselves on the back for their mad budget skills and what they're doing to boost the economy.

  7. This is the same McEntire who said in public, "we have to be careful what kind of businesses we bring to town, if they pay more money they will come after your employees and you will have to pay your employees more or lose them.
    Also, you missed some of the story. McEntire has already gutted the EDC board of everyone not in tune with his "vision" Now he wants to gut the Opportunity Fund board, recast it in his own image and remove any barriers to running the table and opening the "bank" to him and his cronies. This is sheer lunacy and you can bet he and Peach will ruin the local economy. These are the same cats who look at our local composites industry that pays eleven dollars an hour as a local success story. The folks in Seattle pay about 2X that much and provide benefits. Finally, McEntire has visions of his being elected to state office. That is why he is courting the Chamber of Commerce crowd who have the money and make more when keeping wages low. Likewise, McEntire courts the timber interests because they too have the deep pockets. They have already raped the land and now want to rape the Opportunity Fund to be sure wages never get to a living standard.

    So, we see that 8 million gallons of sewage overflowed into the harbor after the recent rains, even after the city spent ALL those years running to Florida to meet with Rayonier, paying millions in consulting fees, and buying the old 5 million gallon tank to store the crap in during these exact storm events.

    It was only a couple weeks ago that we heard more millions of gallons of sewage was allowed to flow into the harbor.

    What's up? Didn't we pay millions to have this problem addressed? Aren't we paying every month for Cutler's ultimate wet dream?

    Those following this crazy story will remember that the State didn't give the city all the money it was asking for. Sure, it was enough to buy and refit the old Rayonier tank, and build that million dollar bridge to be able to walk over to it. It was enough to dig up streets all over to re-arrange pipes and replace ones clogged with grease from local restaurants ( no grease trap inspection program in Port Angeles to prevent this costly problem).

    But, the "Phase Two" part of this deceptive project was to get the State to pony up money to replace a pump that even the City's Public Works guy characterizes as routine normal maintenance. Usually funded like most everything. You know, anticipated, and budgeted for.

    But, Cutler, Puntenney and the rest of the wise guys down in city hall figured out this way to get things done by telling an unwitting public (and council) all kinds of things that simply are not true. Sound dramatic, and inspire people to do what they want.

    And, Dept of Ecology reps working with the PA city staff are clueless fools who just rubber stamp what ever city staff asks of them.

    So, you'll have to excuse my skepticism about the recent spate of overflows. Because of budget scarcity in Olympia, the State didn't cough up the millions PA staff have been asking for.

    " Hmmm . You don't want to pay up? Well, I guess we'll just have to have a couple highly publicized sewage spills so people will wonder why you're not cooperating with us."

    Look to hear how Olympia finds the money to give to Port Angeles.

For the record, in my opinion, there can never be too much discussion of the Glenn Cutler Memorial Turd Tank. Forget that Shining City on a Hill stuff - Port Angeles has the Rusty Turd Tank on the Waterfront.

    3. I applaud the OP. The city over the last 20 years has tried and failed to get the waste water permitting under control.

      They continue to only permit the so called 13 biggest water users in Port Angeles (my business being one of them).
      Since 1996 they have gone through at least 12 different waste water persons that handled the permitting and monitoring. In fact for a period of time the city was not even monitoring any of the existing permits until as recent as 2013.

      The city always steps up the program when the DOE comes down on them for failure of permitting and monitoring.

      Each year the city (Jeff Young) say they will eventually start monitoring, inspecting grease traps in existing businesses, issuing new permits to other commercial water users but as far as I can tell they spend all their dealing with overflow and the 13 only issued permits.

      The latest person who they hired (David Freed) doesn't even have a degree in waste water management. He tries and seems to be better than the previous person (Alisha Hicklin) whom the city had a financial settlement with after only 2yrs of employment with the city (left under mysterious circumstances).

      So the whole department is kind of screwed. After Jack Pittis and Jim Abernathy days the whole public works department has just kind of gone downhill. Pretty much the last 20+ years can be hung on one guy Glenn Cutler.

      I wish Dan McKeen would ask for every department head an undated letter of resignation and put it in a file. Then when that department screws up he will exercise that letter. That should give the some incentive to be fair fiscally and socially.

  10. Do you think there is collusion within the city and legal authorities in this town? Do you believe there is collusion between the attorneys from both sides? The DA and the court appointed attorneys? Does Stan Myers have a stake in this with Judge Porter? Does the deputy district attorney have anything to do with this mess? How and why does does the local PO M Viada and her husband a sheriff have anything to do with this? Is all of this related to how messed up this systems is? Does anyone understand what I am talking about?

      I'm sure most of us remember Amber Steim from a few years back, when she was driving drunk and killed a nurse. But maybe you don't remember that that was the SECOND time Amber Steim hit and killed someone. She hit and killed a pedestrian a few years before that, but never got charged with anything, and, most tellingly, never even got a field sobriety test.

      Why? Because, at the time, Amber Steim, alcoholic and well known drunk, was sleeping with a Port Angeles police officer. So, when they cops got called to the scene of her first accident, she got a full pass. No test, no charges, nothing.

      And in the grand scheme of things, Amber Steim was and is a NOBODY. But here in Port Angeles, she was just connected enough to get away with killing someone. That's the culture here. Now, given all that, is it really that difficult to believe that people who are much MORE connected, and who are engaged in crimes LESS shocking than murder and mayhem, get away with it?

    5. Didn't Amber Stein hit one other person? A non-fatality? I seem to remember there being three points against her.

      Regardless, it doesn't matter if Amber was sleeping with someone or not. Port Angeles has a long history of blaming the pedestrians in traffic accidents. And to be fair, a lot of times the pedestrians ARE at fault. But then you have times when a pedestrian crosses at a crosswalk, has a car driven by a PDN editor who fails to yield the pedestrian's right of way, and the pedestrian gets arrested.

      There are lots of examples of that and the pedestrian is ALWAYS at fault regardless of the circumstances. In fact I'd say it's 50-50 but it's only enforced 100-0. So it's not cronyism so much as Port Angeles culture.

  11. Oh, good grief. The Port is totally wasting public money by litigating against its insurance companies.
    Watch for hundreds of thousands of dollars to be spent on legal fees while the Port's outside law firm researches how and where to frame such a complaint. Then, they will advise (in a secret executive session, of course) that there is actually no likelihood of winning such a suit.
    Surprise! The insurance policies in question contain a standard pollution exclusion. Or, the policies only cover sudden casualties or occurrences, and there is no evidence that the pollution happened suddenly. Or, the Statute of Limitations has run and it bars untimely claims such as this. Or, insurance company lawyers drafted the policies in such a way that there are enough clever coverage loopholes to completely absolve the companies of liability, even though public officials like Calhoun were hoodwinked at the time into thinking they were buying something useful. Or, all of the above, and more.
    It's a disgusting waste of time and money for the Port to toy around with suing the insurance carrier(s). You're right, CK. The money would be much better spent on starting the cleanup.

    1. Then there's "errors and omissions" insurance which most carry when they carry any insurance. This is part of what the city is recovering from some of the polluters' insurance companies. The city is actually doing pretty good in going after insurance companies in cases related to pollution. Of course they never thought of it until I went down to meet with Dan and Bill and demanded to see their demand letters. They both looked at each other and said, "we ain got none o those"
      A year later they have plenty of them and several checks to boot.

  12. Tonight the city council voted to continue the CSO project amid likely lawsuits against the city by the second lowest bidder. Brad Collins made the motion and Cherie Kidd seconded. If there is a lawsuit and the city is out some money hang it on these two. Lee Whetham tried to bring them to their senses but not happening.

    4. Sad thing is, Ecology knew there was a WAY cheaper way to solve the turds-in-the-strait problem, but stood by Port Angeles staff in pursuing the most expensive approach. Not their money.

Do you remember when the new council was elected, and Max got in, and he started talking to Ecology about this, and got them to admit that there were better ways to do this, AND that they were open to discussing them with the city? And do you remember why we all knew this? Because Kent Myers ran to the PDN and threw a hissy fit about how it was inappropriate for a council member to be talking directly to Ecology, blah blah blah. That might have been the first time the PDN dragged Max (as a council member) through the mud, clearly working in cahoots with city staff to try to rein in this "crazy" dissenting voice.

      But it was only a "crazy" idea because it made sense, and would have cost less, and therefore would have cut into the size of the cost of this project. A smaller project would have meant less opportunity for skimming and kickbacks. So a "rogue" council member had to be brought down, so that a few connected people could continue to benefit at the expense of the whole community.

      And here we are, with our debt limit bursting, a city council that doesn't seem to get that and keeps piling on with unnecessary projects, and a downtown bookended by a Turd Tank we can't afford (and don't need) and a fake, million dollar beach we can't afford (and don't need), not to mention all the other lunatic projects that are so frequently discussed here.

      The people on the city council haven't learned a thing from their own mistakes. City staff are still only interested in lining their own pockets and covering their own asses. And the PDN is still distracting and distorting facts as needed to keep the whole house of cards from falling over in the press.

      Port Angeles. Stuck in the past, and unable to even envision a future.

  14. Go look at the other agencies the EDC has been courting and the decisions they have made as far as continuing funding. Some are wisely skeptical and have severely reduced funding with the caveat that if the EDC proves itself, that further funding may be considered, but not until then.

    1. I remember WAY back, when Max Mania first got on the City Council, he was talking about a fireworks ban. He was working with Dan McKeen, who was still fire chief then, and trying to get the Council to take action. Nothing.

      So, now we know, it only takes the Port Angeles City Council five or six years to follow up on a sensible, popular idea. Gosh, maybe in another year or two, they'll wake up and realize that the Turd Tank is a bad idea. Of course, they'll have invested $50 million by then, but...
